The current housing crisis has characteristics that set it apart from the four previous major crises of the last 100 years, in response to which policies were formulated and solutions implemented that enabled their resolution or mitigation. However, all these solutions have never been used simultaneously, as there were periods when the focus was on public housing, rental accommodation and the growth of construction companies, whilst in others policies prioritised build-to-sell schemes and public housing.

To resolve the current crisis, even over the next 10 years, it is necessary to understand its causes, remove ideological constraints and mobilise all stakeholders in the sector. The aim of this conference is to analyse the solutions to previous crises, identify the causes of the current one and propose solutions that could, in the short term, minimise difficulties in accessing housing, particularly in the city of Lisbon, as well as the legislation of the ‘Mais Habitação’ Programme and the ‘Simplex’ urban licensing scheme.
