The Lisbon City Foundation (LCF) has published two new CLAIM guides, designed to help migrants and refugees access their rights, services and essential information to support their integration in Portugal. The new resources cover the Digital Mobile Key and the amendments to the Nationality Law.

Written in practical and accessible language, the CLAIM Guides aim to translate often complex administrative procedures and legislative changes into simpler, more useful information for people living in Portugal. The initiative forms part of the “Passport to Citizenship IV” project, developed by the Fundação Cidade de Lisboa and supported by FAMI 2030 and the Agency for Integration, Migration and Asylum (AIMA).

Digital Mobile Key: easier access to public services

One of the new guides is dedicated to the Digital Mobile Key (CMD), an authentication tool that enables citizens to access various public services and sign documents digitally.

The guide explains, step by step, how the CMD works and how it can be used to access public services more quickly.

New rules on Portuguese nationality

The second guide focuses on the amendments to the Nationality Law introduced by Organic Law No. 1/2026, published on 18 May and in force since 19 May 2026.

The legislation has introduced significant changes to the criteria for the granting and acquisition of Portuguese nationality. Key changes include the tightening of the requirements for naturalisation, the removal of certain specific routes to acquiring nationality, and amendments to the rules applicable to people born in Portugal and to descendants of Portuguese nationals.

Information to promote autonomy

With these two new resources, the Lisbon City Foundation is reinforcing its commitment to providing clear information to migrants, thereby contributing to more informed integration and the effective exercise of rights and responsibilities. The guides can be viewed here.
