The Lisbon City Foundation (FCL) has presented five new CLAIM Guides, developed as part of the Passport to Citizenship IV project, reinforcing the institution’s commitment to promoting integration, autonomy and access to information for migrants.  

The Lisbon City Foundation (FCL) has presented five new CLAIM Guides, developed as part of the Passport to Citizenship IV project, reinforcing the institution’s commitment to promoting integration, autonomy and access to information for migrants.  

The new guides, produced by CLAIM – FCL’s Local Centre for the Integration of Migrants, bring together practical and accessible instructions on essential administrative procedures in Portugal. These are the new guides: 

  • I have moved house… Who should I inform of my new address? 
  • How to obtain a tax clearance certificate (Certidão de Não Dívida) from the Tax and Customs Authority 
  • How to obtain a tax residence certificate (Certidão de Domicílio Fiscal) 
  • What is the NISS and how can it be requested? 
  • How to obtain a Social Security clearance certificate (Certidão de Não Dívida) 

Each guide provides detailed instructions, lists of necessary documents, and clear steps for accessing the government’s digital services, from the Finance Portal to Direct Social Security. The aim is to facilitate access to rights, simplify processes, and support those who are in the process of regularising their status or adapting to the country.  

With this new series of guides, the Lisbon City Foundation reinforces CLAIM’s mission as a local support centre, promoting inclusion, administrative literacy, and equal opportunities.
